Trade with Turkey for your rare Materials. Portugal & Sweden for tungsten. There are some decisions that will show up later and allow you to scrape some metals together. Other than that, always do your excavation techs. You will get most of that through trade, though. Oh, build a couple of steel mills or you'll end up trading for more of that, too. Have fun.
