I'm playing as Germany using this mod for the first time and I typically build Carriers with Germany and was attempting some of the same strategies I normally use in base game or '56 and the game is not allowing me to set deployment dock area when the carriers are finished building.

Am I doing something wrong here or is there something I need to do before I can deploy carriers?
