It has good organization, logistics, AA, recon, entrenchment, armor, and piercing. decent breakthrough and hardness. Average cost and reinforce rate. low hard attack. very low soft attack. poor in specific terrain. I wouldn't use it for breakthrough, exploitation, amphibious landings, or in specific terrain, but for holding the line it does a good job.
Keep in mind that generals, field marshals, abilities, traits, terrain, entrenchment, planning, organization, shore bombardment, air superiority, and close air support are all very important.
I do think the electronics debuffs are a good idea and do make it fun not being able to see what focus the Germans are working on.
Edit: Haha, spoke too soon. April of 1943 and I'm pushed back to Warsaw. Deployed the guards rifles but don't have the specialty equipment to reinforce them. Looks like these scorched earth decisions are about to come in handy though. The volkstruum and total war nation spirits really saved Germany there.
