every time I try (as GER) to catch the Baltic Russian Fleet. The same happened: All my units got annihilated in second after coming into firing range. This happened even with: 14 Destroyers (me) vs 20 submarines. GER: all destroyers. Soviets: no casualties.

My guess. The Soviet Admirals had the trait: SOV_general wich modified the atack values by 2%. I think this is meant for land combat only. I removed the trait from every Admiral (naval_leader) and : no more annihilation of my fleet.
