That's not very specific of a question....he most likely used photoshop to make the texture. made all those decal type thingies, separated out the different parts and put a pattern over a big portion of it as well. hope that helps...basically get really good at photoshop. Some people use 3d programs as well and that can sometimes help but really you just need photoshop....illustrator is nice to have as well.
