In HL2RP, a Judgement Waiver is pretty much a curfew. All citizens are to head indoors, rations are canceled, and usually the citizens are searched for contraband.
This usually happens when an Anti-Citizen (Rebel) has been found, and sometimes they just happen randomly.

An Autonomous Judgement Waiver, or AJW, is essentially a free for all. OTA (Combine Soldiers) are deployed on the streets, and all citizens are to be killed on site (sometimes they can save themselves by going inside or to the Nexus.)
This usually happens when Anti-Citizen One (Biggest rebel in the city, IE Gordon Freeman) is found.

What is this portal? Does it have something to do with the hadron collider-looking machine down the lift/elevator? There's no labels on it so I've never figured it out, I have found the SFX room however. Also, I know this is an older post, there's no harm in replying to them, although some think otherwise

in the office in the citadel is an elevator that leads to a control room press e on the screen on the far right of the control room platform
