Gang leaders? There will be a red box *if you have spotted them* but thats for all gang members. Do you mean the weapon dealer / Faction Leaders? If you do the tutorial it shows where the local dealer is. For Faction leaders check other towns for the emblem of their faction. They are not in every town. Generally go visit a town and the emblem will show.

If you mean gang hideout...talk to a civilian and get intel and they may* tell you where they are.

* Subject to whether or not you are liked in the town.

Yeah, I'm pretty sure they were called gang leaders. It's the people you find in the "Most Wanted" list when using the map object.
I think my game bugged and he/they didn't spawn in that town. I'll test and see if they spawn somewhere else.

How do you find the most wanted list? iv looked everywhere and cant find it?

The wanted list was removed 1-2 patches ago. Now you get a bounty for killing criminals and a bonus when you kill the whole gang. No more gangleaders or wanted lists.
