He doesn't trust me?
Brook (located in fort azel, to the left of the armour stand) keeps saying he doesn't trust me. Is this a filler for eventual NPC dialogue or do I need to have a higher rep? And if I need a higher rep, then where can I find the quest? I already did all of them/most of them at that.

same problem, i have already done the wire, generator, key, vaccine quests. still does not trust me, any information would be helpful

In Fort Azel is man called Dhal. If you go to dhal you can ask him "what does Brook sell?" and after this dialogue you can go to Brook ;)
