Hey, from the settings description: "This wallpaper has its own menu inside the wallpaper. You can use it by clicking and holding your left mouse button for one second on the wallpaper. Also, you can freely move all menu windows on the screen by dragging their header.".

Wallpaper Engine doesn't support keyboard input yet, otherwise you could use ESC to open it. Hopefully that will be added at some point.
