Yes you have go to the town center at your Manor,not castle,village or town,dismount and go into the buliding at the right and you will see the Marshall and talk to him to create patrols

Pretty sure you can also talk to the military guy in your castles/towns (in the castle part of the town) he's the guy in armor. At least that's how it is in diplomacy, idk if this mod is running that or not.

I checked there and it wont let me recruit anything, i talk to him and he says what can i do and then my guys says nothing carry on and thats it

Go into a regional manor (should be called "manor of [village/town]") that you own. talk to the constable. If there are enough peasants living in the manor, you'll have the option to spawn an army. by default, it follows you around, but you can tell them to go patrol somewhere.

Yeah i must not have enough peasents then because he doesent say anything other than we have zero patrols and then my guy says carry on

You must first have a population of over 300 (i think) before you can create a patrol. Be warned though as creating a patrol reduces the prosperity of your manor as there are less people to work in the place if you hire them as a patrol.
