Because I don't know Chinese nor do I have the incentive to translate it, you can translate it yourself or find a translation im sure there's one around, use Google.

Think about it. The MOD is free and the creator doesnt know Chinese. Why would he translate it all to Chinese? Think of how big of a job that would be. Im sur eif you were to translate it the creator might add it in
