IGE Couldn't Start
I tried to open it up in game and it gave me this messsage : IGE couldn't start, probably because of another mod. "pirate skull thingy" line Assets\DLC\Expansion2\UI\Ingame\InfoTooltipInclude.lua:293: attempt to compare number with nil

I'm not sure what to do

IGE works, so you may have a mods conflict on your side. Try a game with IGE enabled only. All other mods disabled.
In order to have it working, there should be now an IGE button in the top right corner of the screen.

Well waddya know. It works now, even with mods
I have the same issue, think in my case it might be related to fantasy army.
I don't know what that is, but try without it.
