Did you set the Min and Max rain settings? It most likely did not rain because you proberly set it to "0" (which disables rain). Also, did you also modify the duration of the rain?

ive learned not to modify it at all, from causing like 100 airdrops every minute. but yeah it never rains.

I remember a long time when I ws at the silo it rained...

if you go in to your server folder your playing on. Click the level tab and enter the map your playing on. then delete the Lightning file and your good to go! when you start the server it makes a new Lightning file and you should be able to make it rain if you use the command.

Thanks ill try that but i wasnt able to make it rain on singleplayer either...

Have the same issue. We've tried deleting the lighting.dat file, completely uninstalling and reinstalling, deleting lighting.dat and all other files including the config.json file and still no rain or storm command. We uninstalled the map, and tried out New Brunswick and BOOM, Rain!!
I hope we can get a fix soon. The driftless is our favorite map yet.

I tested this on the Map and found the Rain Duration and Rain Frequency modifer are both set to default, it could be a bug with the map size but who knows.
