Water Vein/Windmill Issues
I tried laying the Water Vein down then building the watermill on top but nothing seems to work, how can I make a windmill a water source?

I don't know how it works, BUT! i want to point out that i placed down a vein on the floor next to my (steampunk) Steam Powered Press that is attached to the Steam Power Coil Generator.

Then i attached 2 pipes and a tap to the veil and the press got irrigated, though it says it isn't.
