There is no INI command for that at the moment, however, an INI command for server admins to disallow certain materials is a great suggestion, so I will look into adding that in as it would mean admins will have more control over their servers appearance and style.
It's also worth noting that even though the materials have no server side impact, the materials you mentioned would have a slightly increased draw on the client GPU for the player looking at it, so lower spec cards may have a slightly harder time to render it compared to a static stone material, they would be comparable to standing in a vanilla lava field or on the sea, But I will look into to adding that INI command.
