Clearly there's something seriously borked about the water level setting :(

So, after few hours of debugging and binary search, I've found a culprit: it's a Coastlines mod

Previews are only wrong when this mod is active AND a coastline tile is selected. This is still a bug nonetheless, but this may help in fixing it.

I appreciate the report and your investigation.
I won't be patching this on my end, but others running into the same issue may benefit from your findings.
