I think this works best for the Soldier. I don't think It fits, say, the character of the Spy or Medic to be putting a flag down mid battle and saluting to it.

Pyro's flag has that Balloonicorn icon you see above your head when doing the Rainblower taunt. It looks good enough.

Also, Heavy is actually Siberian and his family kills Russian KGB agents for fun, but I suppose a USSR flag would be nice.
