You can buy civilian helicopters at the HQ flagpole, you can't buy military aircraft of any kind (cos in Antistasi you're a poor resistance fighter who doesn't know who to call at Boeing to buy an F-18). If you want military aircraft you need to capture them from enemy airfields or recover them after shooting one down if it miraculously doesn't blow up.
