Add CUP as an actual dependency.
I'm recommending that you do the above. Most other maps already have this. As another factor, it pops up and reminds them of the dependency. I've noticed some people saying this map is broken when in reality they just didnt realize there was a dependency. It helps to avert such confusion.

I have all the CUP mods enabled and it still crashes when heading into the city :/

It might be that RSO is a dependency. He should add that as well.
