I think when initially captured major planets are given to you and the minor planets under that major planet or battlestation or whatever also go to whoever owns the major planet however after abit of time has passed most minor planets go under your ownership. They also cant be allocated to generals. Only major planets, battlestations and outposts seem to be able to be given to generals
