Which version is updated with the latest patch?

This mod on steam workshop dated 25 feb 2017 and is rev.1189 according to changelog

or

the one on bitbucket dated 8 jan 2017, but has rev. 1190 ?

And if rev.1190 is newer, why was it not uploaded on steam workshop? or is there no difference?
