it should be possible if you win against an enemy that has tusken raiders as prisoners. you can employ them just like in natice afaik. other than that, I haven't seen them anywhere to recruit but Im pretty new to this mod.

If you have captives in native you can try to convince them to join you but I don't know if thats possible.
