There is another point too, what might contribute to unintrest towards such projects. The possibility of being forced to shut down always lingers on folks working on projects based on Star Wars, and not only that, Lord of the Rings is another. Seeing how EA has massively dissapointed much of the franchises fans by proviiding them with practically nothing considering Star Wars videogames apart from the new Battlefronts, they might view an free modproject as a threat for their sales. Pouring many hours of voluntary work into an project, only to see it being shut down and all effort wasted, is not excatly a factor that would encourage taking on a Star Wars modproject.
Perhaps the time of Star Wars games that are worthy of playing is over. I wouldnt want to think so, but last years have given little reason for hope. With the franchise itself going worse all the time, and seemingly no change on the horizon... all hope is lost.
TLDR Unlikely but a slight chance exists.
