Are they still available normally through transportation merchants? In a couple hours of gameplay, I checked at almost every planet I stopped in, and none of them had even one, are they just really rare?

Also in terms of rarity, are shields really rare? I only found maybe 3 total shields in all the planets I stopped by as well.

Ammo seems to be super-rare at weapons merchants, too.

I say 'super-rare' because I've never seen a single Plasma Gas thingy in a store. Ever.
