Well, that's just how the animation is created. The reload, the draw and the firing animation was created by ImBrokeRu/Youpala for Counter Strike: Source as is. As far as I remember, you can redistribute the original animators content to other sites as long as they're credited. But I don't think they allowed any changes in their animations though, it's just how the legal stuff works. Anyway, if you want to change the animations, you do it yourself and keep it to yourself. If you're going to share, at least contact the original authors first.
