1) Close the game
2) Unsubscribe and subcribe again
3) Delete folder 737631813
...\steamapps\common\POSTAL2Complete\WorkshopContent\737631813

Try delete 2 files: "User.ini" and "Postal2.ini" in System folder:
...\steamapps\common\POSTAL2Complete\System
The game will create new these files, and problem should be solved
