At this time, Act 5 is cancelled. We'll see what happens, maybe it'll become uncancelled. For now though, don't get your hopes up.
There's a few lines of dialogue, a few cutscenes (secret and otherwise), and some sprite things that'll help you discover where Private fits in. I recommend checking out Eye and its outro for some answers.
Yes I have the same problem, because I undertand the history whit Barret is Oscar but the Private is the piece does not fit in the history, I found all secrets and I understand when the history of the private is the same timehistory of barret before he to come a Oscar (Act II when Barret recive orders to push a Hammer found the radio whit news about the soldiers take control again in Miami) but in Stormfront the Private goes to the base of the USNC that Barret goas before in the Act II in the Eye between the units of the USNC (I dont remember the name of the guys) I see the American Spy but I dont found conection between they and last in Stormfront after to go to the office of the Spy yo found a Guy working in the "Generator" so in concclusion i have 3 question:
1- What happend whit the Private and what he have in the history? Why he have recordings also Oscar?
2- What hapend whit the partner of Barret in Five? and Oscar survive? (because in the final of FIVE he gous to the same place to barret recive de promotion in Act II)
3- And last, who is the ♥♥♥♥♥♥ guy behind the radio and the recording? (is crazy but I belive that is 50 Blessings)

In the final cutscene, the tape recorder tells Oscar that it tried its hardest to bring Oscar's past together, so that he could remember what happened to him and why he is what he is. However, it laments that Oscar can't understand the visions, and that it's all jumbled together, with parts missing or simply incorrect.
The Spy is there to help indicate that, in reality Private is Barret's military past, during the Hawaiin War, where the rest of his platoon turned out to be a Russian sleeper cell. For instance, there's a lot of dysphoria as to where ACT I and Stormfront take place, and the bartender tells you that it's been six years since the war. Furthermore, the tape recorder tells Oscar that the memorial statue refers to Barret as a 'soldier'.
As for the recordings and Barret's partner... The recordings are up to you, I personally consider them the remains of Oscar's shattered conscience, but if you think it's 50B, that's your call. Barret's partner, on the other hand, isn't important. He probably survived and was the one to tell the NDCU that Barret was killed.
Oscar also survives, his last level chronologically is Addict.
I thought that the man that talks on the recordings is Oscar's human-self. Well, basically, yeah, Oscar's shattered conscious.
But what about the Private? That's Barret during the Hawaiian War in 1985?
Yeah, pretty much. His memories of wartime mixed in with the destruction of Miami that results in his 'death'.
It is more likely to be some kind of product in Oscar head that an actual person, and here is why, in the last chapter "Five" when the bombs system is warning about the high radiation levels, it buzzzes for a moment and it starts to say things (I have the memory of a goldfish so don't expect me to remenber what it says, also, too lazy to play it again), more like saying those things to Barret, and if we are right about Oscar Barret (Probably his name) being at the Hawiian war in the 1985's then like Jacket he have PTSD, maybe not for a shot or a injure, but due to the thing he did, like killing all the population of an enemy base, for example.
Sorry if it gets a little dificult to undersatnd, it's always a little bit hard to say things with meaning in other languajes that aren't yours.
