I'm not entirely sure but... the hint is 'Wree' and there is a guy in Mongrel called Mongrel crazy who says Wreee which is the same thing the fogmen say. I'm guessing you have to recruit this guy and then use him to recruit the fogmen since they're speaking the same language.

just want to jump in on that. There is no special requirement for fogmen, eg. no character type or specific object etc. Just the right choices and luck
