EDIT: So I opened up the mod and it is exactly what the author says it is. I don't know how I get that kind of RNG. Now I feel obligated to try for more. Sigh.
EDIT2: After loading the game I immediately recruited 6 in a row, then proceeded in a more comfortable ~20% success rate (although my Fog Prince has his own head in a bag). It almost seemed like the game was "stuck" and needed a save and load cycle.
Back to the original question, it's best left for you to discover I think, but once you get someone recruited, just try to repeat that sequence until you know what is happening.
Except the broken skeleton.... except for that... j/k
Fogmen first option then second option, then its only a 20% chance to join. Hope that helps
Currently there is no way to stop prisoners disapearing :-( it's part of the way the base game handles memory
the first is something like 'why so much hate?' or 'What did skeletons etc.." then the first option until the chance gate. The chance is low so you might have to try a few times.
