How would i go about changing Recruit Chance?
I'm frustated by the fogmen recruit chace,

where would i go in the FCS to edit the values to a bit more of my liking?

Game World > Dialogue Package > Dialogue. Search MODRP to pull up all relevant dialogues for the mod, for Fogmen it would be MODRP D - Fogman Recruit, so open that up. You can then tweak the chance temporary as needed. How FCS handles chances is a little funky, so give me a holler if it's confusing.
