Unable to recruit skin bandits
I have looked through a bunch of threads here and it seems like no one has been able to recruit skin bandits despite them being in the list. I have tried replacing their CPUs, having 100k plus, and having a new CPU in my inventory. Has anyone been able to recruit one? Are they bugged?

I removed their weapons and then spoke to them once option was available. They requested 20k Cats each and I had around 400k available.
