@mhing Their background, mostly. It's a temporary/placeholder package until I can get something more fitting written.
Have you considered using the DC_STRONGER_THAN_ME which does a complex check of the skills between two characters and with this prisoners could just "*spit* grow up id" if you are too weak to recruit them.
DC_STRONGER_THAN_ME can return false if a very high skill character is critically damaged, so you could include a check for DC_NEARLY_KO and DC_DAMAGED_HEAD ect being false/0, by doing so you make sure that the stronger check would always take into account the better characters full capacity.
I think that with this type of change, it would naturally scale and balance the entire experience as level average level 30 skills character can recruit other level 30 avg characters and would scale all the way up to your "strongest" character being able to collect other characters of similar strength.
So this would allow gathering people to your cause in an more organic way. Cat lion just laughs at you for example if your 50/50 attack/defence.
I am working on personal experimental small mods that slightly change your mod to implement this, will return and respond on my progress.
