How to recruit paladins
I've gone through every line of dialogue and I still can't recruit them

thats the line you have to follow, its just a really low chance of him accepting, just keep trying. worked for me

What Cheesehead said, but I also remember someone saying that for Paladins, High Paladins and Inquisitors, having a squad with Shek, Hive or female characters may reduce the chance of recruiting them. So my advice is to make a squad of just one male Greenlander to do the talking. I think if your character has lower stats than the NPC you're trying to recruit, this again reduces the chances.
