Do the elite hunters sent by united cities count as samurai elite? If not, are they recruitable?
I wouldn't say no to 4 easily captured 80 stat guys (just because you have 80 stats doesn't mean you can take on a settlement with harpoons you morons)

As I captured 5 of them and none were ever willing to talk to me, I'll say no.

It could be a bug though, since when I released them they also were no longer aggressive towards me. So maybe they didn't consider me an enemy anymore, so there could be no dialogue. Not sure.
