the higher the number the longer it takes to break down. if you set it over 500% you get a warning that the game is too easy

It seems to me
"Component lifetime" means how long it takes for something to break down. The higher the number, the easier.
"Powered Off...blah.blah.." Is how much slower powered off buildings break down. %100 is not any slower at allk %0 is they do no start to break down at all.
"Maintenance threshold" is how much percentage of degradation is allowed until it allows for a pawn to fix it via the job.
