Slug shot underpowered.
shotgun max penalty is just 15.
2 ammo cost, 5 cooldown for just penalty neutralization. quite underpowered.
is any other bonus there?

Shotgun's range penalty should really be increased by default. 15 really isn't much.

I don't think so. I think plus 10 aim bonus for slug shot as well as penalty neutralization would be good.
