I think that level spread is just the normal Ark game mechanic. My server has a level cap of 300 and I get everywhere between 10 and 300. Personally I like having the lower levels around because I use them for egg-layers. Having played with the server files a little, I don't think there's any way to set a minimum dino level.

you see on ragnarock the level mini is 90 again its pass but 30 when you play with mods it breaks the magic.
