Switzerland was a safe haven for refuges, maybe you could add that as a focus, and add manpower or a modifier to them. Switzerland also shot down any planes with Flak (9 to be swiss precise) and 6 with planes (To be swiss precise) You could add focus that adds anti air. nothing tooo op. since its only 2 provinces. Also allies "accidently" bombed switzerland. 300,000 refuges to be precise. Switzerland also bought ALOT OF GOLD. 1231 CHF Millions from germany alone. In total about 5000.

For Switzerland, they did have a great deal of focus on defensive strategy. Their entire plan laid in the long prepared(since the 1880s) Reduit Plan, or National Redoubt. It basically relied on a massive fortification of the Alps(the mountain regions in HoI IV Switzerland) with most of their defenses focused on Berne and its neighboring provinces gameplay-wise at least. So perhaps National Focus for faster fortification building time or instantly build Land Forts and AA in Berne and its neighborine provinces would make for a good defensive National Focus.

Maybe some alternate history focuses for a fascist or communist Switzerland. Focuses that add claims to nations such as Austria, or maybe to take land like Tirol.(Like the German Sudetenland focus) Or maybe a more peacful focus, like Reform the Holy Roman Empire. This focus should make an alliance between Switzerland and Austria, and then there should be more focuses down that tree that make it possible to ally the Czechs, Romania, and Hungary.

Switzerland at the time was heavily focused on defence and maintaining their independence against Italy and Germany. They should have some focuses which involve preparing the population for war and fortifying the nation.
The Swiss also had a fairly good arms industry and produced their own rifles, bullets, and equipment. They also sold a lot of weaponry to the Germans. They should have industrial focuses to reflect that.

Not to mention the connections with the economical world making them a possible political powerhouse if they ever where to pre war join any side
