Hi, I experience an issue playing with France : I use decision for rubber production in madagascar. When selecting the territory, it is written 16 rubber, but shows 0/7 produced in trade window... I see in the infobox the delivery is blocked but there is no war going on, I don't understand :(
I own half of Africa (the trade view shows middle congo producing 0/0 rubber) and Vietnam but i have litterally zero rubber production 0_o

Did someone else experience this bug ? Or am I missing something ?
