The definition of the variable LOGISTICS_BALANCE_LOW_VALUE is in the file Hearts of Iron IV/localisation/logistics_l_english.yml
LOGISTICS_BALANCE_LOW_VALUE:0 "$AMOUNT|^+=1$"

This definition is from Vanilla and we never override it with any files of the Mod, this weird bug has been introduced by the 1.9 Husky Patch. Many localisations are bugged, sadly we can't fix them and we have no other choice than to wait for the 1.9.1 Patch.

At the moment, the only thing you could try is to start HOI IV with the 1.9.1 Beta II Patch. Hoping it will solve your problem.
