Delivery blocked
Apologies if this has been asked before, I couldn't find a search option.

So Iam playing as Germany, and Papua's resources say "Delivery Blocked" (0/38 rubber). I've already tried googling, but couldn't find any answers. (I am not at war, I have ports and dockyards there).
Anyone got a clue?

Still occurring 1 year later. For anyone still encountering this, I was able to fix it by toggling the Bismarck Sea to "Blocked" access level, which seemed to reset things. I was able to unblock afterwards and things worked fine.
