Ottomans Can't win the Italo Turkish War.
Once i was playing as the Ottomans i Pushed the Italians out of Lybia but there is no Peace event. as once the Balkan League Declared war they joined them and sen't a lot of troops to the Balkans.

To win the libyan war you need to push italians out and hold libya until 1913. I cant remember exact date but ı am sure you need to hold at least until 1913 .In older versions of the mod just pushing was enough but it changed.

You can beat the Italians. Crushing the Balkan states helps quite a bit. I hate to do shameless self promotion, but you can see how I did it on my Ottoman playthrough here —
