It seems that conflicting add-on is not yet loaded when you go immediately to Options and that's why you can then still see the vocalizer settings. But as soon as the conflicting add-on is loaded, you won't see the vocalizer settings anymore.
Hi, sir. Thanks for your response. I already removed all possible conflicting add ons and even unsubscribed to them but the vocalizer option is still not showing up on my end. Is there anything else that I can do? I would really love to try your vocalizer. Thanks!

The other thing you can also try is to manually bind the keys using console. Check out this discussion post to learn how:

Anyway, I can only give you some guidelines, but it's really up to you to do the troubleshooting and find what's the cause of your problem. Because there's so many add-ons, possibility for conflicts and game setups/configurations that's impossible to predict every possible situation. Good luck!
