It's only "free" if you pre ordered or buy it within the first week after release ie. with the first seven days. After that time period they will charge for it again.
So it's up to Magnar if he wants to do the work, or if any other modder would be willing.

Sigvald is a straight up Norsca Prince turned to Slaanesh. Put him anywhere in Norsca, perhaps Icedrake Fjord, but that was too easy. Another cool place could be Doomkeep. In any case, putting him in range of the Vargs and Skaelings is a money shot.
Kholek is fine coming in at the Baersonling's Camp, but I honestly don't know much about his lore beyond being summoned by Nord Sacrifice in a deep hole in the World's Edge Mountains. The Baersonling's Camp is just north of the northern most part of those Mountains. Plus he's get mad and wonder around for a while looking for his hammer, so starting on the other side of the bay is perfectly understandable. ;)
Archaon could come in at the Alter of Spawns (east of Varg Camp). He travelled north then was blessed to begin the campaign south. This is the northern most point on the map. Plus the name fits *verrrrry* well.
