It seems that this mod does not work for people who do not have this DLC. My guess is because of Volkmar having his own faction. I was wondering if a seperate version could be made that kept Volkmar as part of the Empire like Ghorst is for VC. That is, if it is not too much work. I don't know if it would even work so if it is too much of a hassle than I understand.
