I assume this was a mistake
I'm currently playing a dwarf campaign with Radious Mod (and the mod conquer anywhere & diplomatic options) when I noticed this

I assume this isn't intentional. I don't have vision on any other empire province capitals so don't know if its just this one or all of them.

If you mean pretty much no garrisons, thats perfectly fine. TEB factions - Estalia, Tilea and Border Princes (on the pic) have no proper garrisons for citties level 3-5 and walls 1-3. They will once this last group of factions will ge town custom units. Its all mentioned in the changelogs.
