Inexplicable large opinion penalties...
Since the latest update I am being hit by massive, and entirely inexplicable opinion penalties as the Federation in my relationship with the Orions and Gorn...

I can see full details (via intel) on the Orions opinions of me, and I of them, and there is about a 500 point penalty under the [/i]Our/My Opinion of Them[/i] section, with nothing listed to explain this massive penalty...

The Gorn have a similar, entirely inexplicably large penalty, but I do not have enough intel to see opinions...

I had thought this might have been Border Friction, but I share barely a single planet's border with the Gorn, so they should not have anywhere near the negative penalty that the Orions have, which do indeed have a large border -- the penalty is only 100 points, anyway --, and even a war to aid one of their vassals gain independence...

Has anyone else experienced this?

I can't say I have, but canonically it makes sense. I agree it appears incongruous, but perhaps that's what's necessary to maintain the in-universe rivalries.

Honestly, and as paradoxical as this may sound, I'm glad to see this--in my previous playthroughs, both the Klingons and Orions had been far too friendly with me for my liking. It felt...off. So in summary, while I haven't experienced your issue, I think it's less of an issue and more of a canonical reset.

Which entirely flies in the face of allowing the player to play in the manner they choose... By forcing hostilities in this manner takes that freedom away from the player and is a terrible design choice IMO...

But I doubt that is the case as the Orions have, just as inexplicably, and, ironically, just within the last 20 minutes, decided they no longer hate me and want to open diplomatic relations again...

I would suspect that it may be that the available list of plus and minus diplomatic affects were just too many to show, and something was causing the extreme dislike, which has since expired...
