The CC tallow / Flour can be placed in CC markets correctly as they have the correct flags enabled for those. However other mods that affect the amount of things that can be stored in markets, or stand-alone market mods might revert the type of items that can be stored in there to the vanilal default, which makes the vendors rather confused for some items.
It's an issue I've had with some old market cart / small market mods. Loading them under CC sometimes helped but did not eliminate the issue.
If you are using a mod to increase storage capacity of the markets, I'd recommend grabbing the one made by Kralyerg as it's made specifically for the CC markets and has all the correct flags enabled.
If you're using a stand-alone market mod there's not much that can be done I'm afraid, except using regular CC markets instead, and the custom ones loaded under CC and used only for cosmetic effect, without a vendor assigned.
