Forgotten Legacy Modifier
So I've been playing with forgotten lesgacy and everything works fine except the modifier that limits core planets and sectors. It says core planets are limited to 4 and sectors to 0 for the first 45 years, but I'm in year 2266 and it is still limiting me. Do I need to research something or am I misunderstanding something?

After 45 years technologies for research will be unlocked and all government-related limiters should be removed. Limits that set by the legacies themselves are not removed at all. So yes, after 45 years you need to research relevant technologies to increase system and sector capacity.
