Sure, but you could do that personality through modify 'common.resource' file in factions folder.
first, go to your root Steam folder, then to steamapps/workshop/content/270150/684867367/. and find common.resource in RWR total conversion mod.
open it with wordpad, and just type <weapon key='desert_eagle.weapon' />. you done!
but I recommend you backup your common.resource file after modify it. because when i update mod, your common.resurce file will be rollback.
I think Droppable armory call is so OP. Particularly as financial reasons. U know some rare weapons is rly expensive in our mod. So I excepted it.
Also, I'm considering it that people can obtain desert eagle more quickly.

it's complicated a little. you should go RWR modding forum and wiki, maybe you could find some guide. Actually RWR is rly modding friendly. so read modding guide, and open resource files with wordpad for learn it. you see, my eng is not good. i thought it would be better for you than my answer.
I have an idea for a new weapon: as a pump action shotgun, why not create in-game the KS-23? It's a soviet shotgun, using 23mm Shells, ranging from Slugs to Buckshots and Thermal ammo, with 3+1 shots magazine. Extremely powerful but short ranged, a rare weapons for Brownpants elites?
